If you are interested, you may contact LAI Zhicheng who is a health insurance broker. I just talked with him and he signed a lot of elders up with Green
Card less than 5 years with Obamacare in MD, but none in VA so far yet.

He said it is the right timing, The deadline is March 31, 2014. The window will reopen on Nov 15, 2014
for next year. A policy can be also purchased off-exchange with full
premium.
